SYNOPSIS AS INTRODUCED:
 
30 ILCS 772/20

    Amends the Innovations in Long-term Care Quality Grants Act. Provides that the commission, in reviewing, ranking, and recommending applications for grants, may (now, shall) perform its duties in consultation with the medical school located at the Champaign-Urbana campus of the University of Illinois. Requires that the member from AARP be a "representative" of AARP (now, a "citizen member" of AARP). Makes other technical changes. Effective immediately.

1     AN ACT concerning finance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Innovations in Long-term Care Quality Grants
5 Act is amended by changing Section 20 as follows:
 
6     (30 ILCS 772/20)
7     Sec. 20. Award of grants.
8     (a) Applications for grants must be made on forms
9 prescribed by the Director of Public Health.
10     (b) The applications must be reviewed, ranked, and
11 recommended by a commission composed of the following:
12         (1) 5 representatives chosen from recommendations made
13     by organizations representing long-term care facilities in
14     Illinois; ,
15         (2) one representative a citizen member from AARP; ,
16         (3) one representative from a disabled advocacy
17     organization; ,
18         (4) one representative from the statewide ombudsman
19     organization; ,
20         (5) one representative from academia; ,
21         (6) the Director of Public Health; ,
22         (7) the Director of Aging; , and
23         (8) one representative selected by the leader of each
24     legislative caucus.
25 With the exception of legislative members, members shall be
26 appointed by the Director of Public Health.
27     (b-5) The commission may shall perform its duties under
28 this subsection (b) in consultation with the medical school
29 located at the Champaign-Urbana campus of the University of
30 Illinois.
31     (c) The commission shall rank applications according to the
32 following criteria:

1         (1) improvement in direct care to residents;
2         (2) increased efficiency through the use of
3     technology;
4         (3) improved quality of care through the use of
5     technology;
6         (4) increased access and delivery of service;
7         (5) enhancement of nursing staff training;
8         (6) effectiveness of the project as a demonstration;
9     and
10         (7) transferability of the project to other sites.
11     (d) The Director shall award grants based on the
12 recommendations of the commission and after a thorough review
13 of the compliance history of the long-term care facility.

15     Section 99. Effective date. This Act takes effect upon
16 becoming law.
