| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Capital Development Board Act is amended by |
| 5 |
| changing Section 10.09-5 as follows:
|
| 6 |
| (20 ILCS 3105/10.09-5)
|
| 7 |
| Sec. 10.09-5. Standards for an energy code.
|
| 8 |
| (a) To adopt rules, by January 1,
2004, implementing a |
| 9 |
| statewide energy code for the construction or repair of
State |
| 10 |
| facilities described in Section 4.01. The energy code adopted |
| 11 |
| by the
Board shall incorporate standards promulgated by the |
| 12 |
| American Society of
Heating, Refrigerating and |
| 13 |
| Air-conditioning Engineers, Inc., (ASHRAE). In
proposing |
| 14 |
| rules, the Board shall consult with the Department of Commerce |
| 15 |
| and
Economic Opportunity
Community Affairs.

| (b) To adopt and update an energy efficiency building code |
| 17 |
| for State commercial buildings that incorporates the most |
| 18 |
| current edition of the International Code Council's |
| 19 |
| International Energy Conservation Commission's standards.

| Section 99. Effective date. This Act takes effect upon |
