| AMENDMENT TO SENATE BILL 2810

| AMENDMENT NO. ______. Amend Senate Bill 2810 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Wildlife Code is amended by adding Section |
5 |
| 2.26a as follows: |
6 |
| (520 ILCS 5/2.26a new) |

| Sec. 2.26a. Bonus Deer Permit. |
8 |
| (a) Beginning 30 days after the effective date of this |
9 |
| amendatory Act of the 94th General Assembly, the Department |
10 |
| shall establish a Bonus Deer Permit program authorizing a |
11 |
| resident applicant for a Deer Hunting Permit to apply for a |
12 |
| Bonus Deer Permit when that resident applicant applies for a |
13 |
| Deer Hunting Permit under Section 2.26. In order to be eligible |
14 |
| for this permit an applicant must be a resident of Illinois, |
15 |
| meet the requirements for obtaining a Deer Hunting Permit, |
16 |
| request the Bonus Deer Permit on a form designated and made |
17 |
| available by the Department, and submit a $5 fee, which is |
18 |
| separate from and additional to any other stamp, permit, tag, |
19 |
| or license fee required under this Code. For eligible |
20 |
| applicants, the Department may issue a Bonus Deer Permit |
21 |
| authorizing the taking of a bonus deer to be harvested in |
22 |
| specific counties within the State designated by the Department |
23 |
| as having an overpopulation of deer. The Department must refund |
24 |
| fees submitted for Bonus Deer Permits that are not issued. The |

| Department shall adopt suitable administrative rules |
2 |
| pertaining to: (i) any additional eligibility requirements |
3 |
| that are reasonable and necessary for the administration of the |
4 |
| program and (ii) management restrictions applicable to the |
5 |
| taking of bonus deer that may include, without limitation, |
6 |
| numeric, geographic, or sex specific regulations pertaining to |
7 |
| bonus deer. |

| (b) Of the fees received by the Department for Bonus Deer |
9 |
| Permits under this Section, after refunding fees received for |
10 |
| permits that are not issued, 60% of the remaining moneys, |
11 |
| subject to appropriation, shall be used by the Department for |
12 |
| administrative costs of the Program and 40% shall be deposited |
13 |
| into the Firearm Owner's Notification Fund to be used by the |
14 |
| Department of State Police, subject to appropriation, to ensure |
15 |
| the prompt and efficient processing of applications received |
16 |
| under
Section 4 of Firearm Owners Identification Card Act.

| Section 10. The Firearm Owners Identification Card Act is |
18 |
| amended by changing Sections 5 and 7 as follows:
|

| Sec. 5. The Department of State Police shall either approve |
21 |
| or
deny all applications within 30 days from the date they are |
22 |
| received,
and every applicant found qualified pursuant to |
23 |
| Section 8 of this Act by
the Department shall be entitled to a |
24 |
| Firearm Owner's Identification
Card upon the payment of a fee |
25 |
| not to exceed $5 as set by the Department of State Police

26 |
| fee . Sixty percent
$3 of each fee derived from the
issuance of |
27 |
| Firearm Owner's Identification Cards, or renewals thereof,
|
28 |
| shall be deposited in the Wildlife and Fish Fund in the State |
29 |
| Treasury;

$1 of such fee shall be deposited in the State |
30 |
| Police Services Fund and 20%
$1 of such fee shall be deposited |
31 |
| in the
Firearm Owner's Notification Fund. Monies in the Firearm |
32 |
| Owner's
Notification Fund shall be used exclusively to pay for |

| the cost of sending
notices of expiration of Firearm Owner's |
2 |
| Identification Cards under Section
13.2 of this Act.
Excess |
3 |
| monies in the Firearm Owner's Notification Fund and moneys |
4 |
| deposited into that Fund by the Department of Natural Resources |
5 |
| under Section 2.26a of the Wildlife Code shall be used to
|
6 |
| ensure the prompt and efficient processing of applications |
7 |
| received under
Section 4 of this Act.
