Amends the Volunteer Emergency Worker Job Protection Act and various Acts relating to the governance of public universities in Illinois. Provides that no public university or community college attendance policy or attendance policy of a faculty member thereof may in any way penalize a student who is a volunteer emergency worker for absence from class caused by the performance of his or her duties as a volunteer emergency worker. Amends the Volunteer Fire Protection Association Act. Provides that no public university or community college attendance policy or attendance policy of a faculty member thereof may in any way penalize a student who is a volunteer fire protection association member for absence from class caused by the performance of his or her duties as a volunteer fire protection association member. Effective immediately.

AN ACT concerning higher education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Volunteer Emergency Worker Job Protection Act is amended by adding Section 25 as follows:

Sec. 25. Public university or community college attendance penalty prohibited. No public university or community college attendance policy or attendance policy of a faculty member thereof may in any way penalize a student who is a volunteer emergency worker for absence from class caused by the performance of his or her duties as a volunteer emergency worker.

Section 10. The University of Illinois Act is amended by adding Section 40 as follows:

Sec. 40. Volunteer emergency worker absence. No university or faculty attendance policy may in any way penalize a student who is a volunteer emergency worker, as defined in the Volunteer Emergency Worker Job Protection Act, for absence from class caused by the performance of his or her duties as a volunteer emergency worker.

Section 15. The Southern Illinois University Management Act is amended by adding Section 25 as follows:

Sec. 25. Volunteer emergency worker absence. No university or faculty attendance policy may in any way penalize a student who is a volunteer emergency worker, as defined in the Volunteer Emergency Worker Job Protection Act, for absence from class caused by the performance of his or her duties as a volunteer emergency worker.

Section 20. The Chicago State University Law is amended by adding Section 5-135 as follows:

Sec. 5-135. Volunteer emergency worker absence. No university or faculty attendance policy may in any way penalize a student who is a volunteer emergency worker, as defined in the Volunteer Emergency Worker Job Protection Act, for absence from class caused by the performance of his or her duties as a volunteer emergency worker.

Section 25. The Eastern Illinois University Law is amended by adding Section 10-135 as follows:

Sec. 10-135. Volunteer emergency worker absence. No university or faculty attendance policy may in any way penalize a student who is a volunteer emergency worker, as defined in the Volunteer Emergency Worker Job Protection Act, for absence from class caused by the performance of his or her duties as a volunteer emergency worker.

Section 30. The Governors State University Law is amended by adding Section 15-135 as follows:

Sec. 15-135. Volunteer emergency worker absence. No university or faculty attendance policy may in any way penalize a student who is a volunteer emergency worker, as defined in the Volunteer Emergency Worker Job Protection Act, for absence from class caused by the performance of his or her duties as a volunteer emergency worker.

Section 35. The Illinois State University Law is amended by adding Section 20-140 as follows:

Sec. 20-140. Volunteer emergency worker absence. No university or faculty attendance policy may in any way penalize a student who is a volunteer emergency worker, as defined in the Volunteer Emergency Worker Job Protection Act, for absence from class caused by the performance of his or her duties as a volunteer emergency worker.

Section 40. The Northeastern Illinois University Law is amended by adding Section 25-135 as follows:

Section 45. The Northern Illinois University Law is amended by adding Section 30-145 as follows:

Sec. 30-145. Volunteer emergency worker absence. No university or faculty attendance policy may in any way penalize a student who is a volunteer emergency worker, as defined in the Volunteer Emergency Worker Job Protection Act, for absence from class caused by the performance of his or her duties as a volunteer emergency worker.

Section 50. The Western Illinois University Law is amended by adding Section 35-140 as follows:

Sec. 35-140. Volunteer emergency worker absence. No university or faculty attendance policy may in any way penalize a student who is a volunteer emergency worker, as defined in the Volunteer Emergency Worker Job Protection Act, for absence from class caused by the performance of his or her duties as a volunteer emergency worker.

Section 55. The Public Community College Act is amended by adding Section 3-29.3 as follows:

Sec. 3-29.3. Volunteer emergency worker absence. No public community college or faculty attendance policy may in any way penalize a student who is a volunteer emergency worker, as defined in the Volunteer Emergency Worker Job Protection Act, for absence from class caused by the performance of his or her duties as a volunteer emergency worker.

Section 60. The Volunteer Fire Protection Association Act is amended by adding Section 6 as follows:

Sec. 6. Public university or community college attendance penalty prohibited. No public university or community college attendance policy or attendance policy of a faculty member thereof may in any way penalize a student who is a volunteer fire protection association member for absence from class caused by the performance of his or her duties as a volunteer fire protection association member.

Section 99. Effective date. This Act takes effect upon becoming law.
