Amends the Illinois Violence Prevention Act of 1995. Reinstates the
Safe to Learn Program, a grant program operated by the Illinois Violence Prevention Authority to support and fund school-based safety and violence prevention programs that was repealed on July 1,
2005. Effective immediately.

| AN ACT relating to State government.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Violence Prevention Act of 1995 is |
5 |
| amended by adding Section 25.1 as follows: |
6 |
| (20 ILCS 4027/25.1 new) |

| Sec. 25.1. Safe to Learn Program.
|

| (a) The Authority shall establish and administer a grant |
9 |
| program to be known
as the Safe to Learn Program. Funds |
10 |
| appropriated to the Authority for this
program shall be used to |
11 |
| support and fund school-based safety and violence
prevention |
12 |
| programs that address any or all of the following components: |
13 |
| (1) Building security, including but not limited to |
14 |
| portable metal
detectors. |
15 |
| (2) Violence prevention and intervention. |
16 |
| (3) Crisis management. |
17 |
| (4) Training of teachers and other school personnel. |
18 |
| (b) Ten percent of any funds appropriated for this program |
19 |
| may be used by
the Authority to provide technical assistance |
20 |
| and program support. Five
percent of any funds appropriated for |
21 |
| this program may be used by the Authority
for administration of |
22 |
| this program. Up to $500,000 of any funds appropriated
for this |
23 |
| program may be used by the Authority for each of 3 years to |
24 |
| conduct a
demonstration and evaluation of a comprehensive |
25 |
| prekindergarten through 12th
grade school-based violence |
26 |
| prevention program in 3 pilot sites in this State.
The |
27 |
| Authority shall distribute any remaining funds appropriated |
28 |
| for this
program to school districts in the form of grants, |
29 |
| subject to criteria and
procedures developed by the Authority.

| Section 99. Effective date. This Act takes effect upon |
31 |
| becoming law.
