SYNOPSIS AS INTRODUCED:
 
815 ILCS 370/4   from Ch. 5, par. 1704

    Amends the Motor Fuel and Petroleum Standards Act. Provides that the base gasoline used in gasoline-ethanol blends shall meet the requirements of the ASTM D 4814 latest version or the blend shall meet the requirements of the ASTM D 4814 latest version. Effective immediately.

1     AN ACT concerning business.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Motor Fuel and Petroleum Standards Act is
5 amended by changing Section 4 as follows:
 
6     (815 ILCS 370/4)  (from Ch. 5, par. 1704)
7     Sec. 4. ASTM standards.
8     (a) All motor fuel and petroleum sold or offered for sale
9 in the State of Illinois shall conform to the standards of this
10 Act. The standards set forth in the Annual Book of (ASTM)
11 American Society for Testing and Materials Section 5, Volumes
12 05.01, 05.02, 05.03, 05.04 and 05.05 and supplements thereto,
13 and revisions thereof are adopted unless modified or rejected
14 by a regulation adopted by the Department. In addition, any
15 advertised or labeled declarations regarding the quality of a
16 motor fuel which are more stringent than ASTM standards shall
17 be met.
18     (b) Minimum Automotive Gasoline Octane Requirements.
19     All leaded and unleaded gasoline sold in this State shall
20 meet or exceed the following minimum octane numbers:
21     Regular Grade 87
22     Premium or Super Grade 90
23     An octane number is determined by adding the research
24 octane number to the motor octane number and dividing by 2.
25 (RON + MON)/2. In addition, the motor octane number shall not
26 be less than 82.0. All gasoline products sold at retail shall
27 have an octane number displayed.
28     (c) Each seller of a motor fuel shall notify the purchaser
29 of the type and quantity of motor fuel purchased. For gasoline,
30 the type shall indicate the octane number. This information
31 shall appear on the bill of lading, manifest, or delivery
32 ticket for the fuel. This subsection does not apply to sales at

1 retail.
2     (d) All gasoline products shall meet the most recently
3 adopted ASTM standards for spark-ignition motor fuel, and those
4 standards adopted under the provisions of the federal Clean Air
5 Act by the U. S. Environmental Protection Agency shall be the
6 standards of this State in those areas in which the federal
7 Clean Air Act fuel standards apply. The base gasoline used in
8 gasoline-ethanol blends shall meet the requirements of the ASTM
9 D 4814 latest version or the blend shall meet the requirements
10 of the ASTM D 4814 latest version.

12     Section 99. Effective date. This Act takes effect upon
13 becoming law.
