| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:
|

| Section 5. The Eliminate the Digital Divide Law is amended |
5 |
| by changing Section 5-3 as follows:
|

| The
The General
Assembly finds that the growth of high |
9 |
| technology industry,
including computers, the Internet, and |
10 |
| advanced telecommunications, has created
a division in |
11 |
| society. Those who are able to master the tools of the new
|
12 |
| digital technology and have access to the technology have |
13 |
| benefited in the form
of improved employment possibilities and |
14 |
| a higher standard of life. Those who
are unfamiliar with the |
15 |
| new technologies, or do not have access to them, are
|
16 |
| increasingly constrained to marginal employment and a standard |
17 |
| of living near
the poverty level. This "digital divide" |
18 |
| parallels existing economic, racial,
and gender divisions in |
19 |
| society, with the more privileged members of society
having |
20 |
| much greater opportunity to benefit from the new technologies |
21 |
| than those
who are less favorably situated. It is the purpose |
22 |
| of this Law to establish
educational and economic development |
23 |
| initiatives that will bridge the digital
divide, making |
24 |
| possible a society in which all individuals can benefit from |
25 |
| the
opportunities provided by the new technologies. |
