an interest in the prevention, |

| treatment, and control of diabetes. |

| (6) Members of the public who have been diagnosed with |
6 |
| diabetes. |

| The Secretary of Human Services may appoint additional |
8 |
| members deemed necessary and appropriate by the Secretary. |
9 |
| Section 10. Members; meetings. Members of the Commission |
10 |
| shall be appointed by December 1, 2006. A member shall continue |
11 |
| to serve
until his or her successor is duly appointed and |
12 |
| qualified. |
13 |
| Meetings shall be held 3 times per year or at the call of |
14 |
| the Commission chairperson.
|
15 |
| Section 15. Reimbursement. Members shall serve without |
16 |
| compensation but shall, subject to appropriation,
be |
17 |
| reimbursed for reasonable and necessary expenses actually |
18 |
| incurred in the performance
of the member's official duties.
|
19 |
| Section 20. Department support of Commission. The |
20 |
| Department of Human Services shall
provide administrative |
21 |
| support and current staff as necessary for the effective |
22 |
| operation
of the Commission.
|
23 |
| Section 25. Duties. The Commission shall perform all of the |
24 |
| following duties: |
25 |
| (1) Hold public hearings to gather information
from the |
26 |
| general public on issues pertaining to the prevention, |
27 |
| treatment, and control of
diabetes. |
28 |
| (2) Develop a strategy for the prevention, treatment, |
29 |
| and control of diabetes
in this State. |
30 |
| (3) Examine the needs of adults, children, racial and |
|

| ethnic minorities, and
medically underserved populations |

| who have diabetes. |

| (4) Prepare and make available an annual report on the |
4 |
| activities of the Commission to the Secretary of Human |
5 |
| Services, the Speaker of the House of Representatives, the |
6 |
| Minority Leader of the House of Representatives,
the |
7 |
| President of the Senate, the Minority Leader of the Senate, |
8 |
| and the Governor by June 30 of each year, beginning on June |
9 |
| 30, 2007.

| Section 30. Funding. The Department of Human Services may |
11 |
| accept on behalf of the
Commission any federal funds or gifts |
12 |
| and donations from individuals, private organizations,
and |
13 |
| foundations and any other funds that may become available.
|
14 |
| Section 35. Rules. The Secretary of Human Services may |
15 |
| adopt rules to implement and administer this Act. |
16 |
| Section 90. Repeal. This Act is repealed on January 1, |
17 |
| 2010. |
18 |
| Section 99. Effective date. This Act takes effect November |
19 |
| 1, 2006.".
