Section to mean a pupil who is Black (having origins |

| in any of the black
racial groups in Africa), Hispanic (of |

| Spanish or Portuguese culture with
origins in Mexico, South |

| or Central America, or the Caribbean Islands,
regardless of |
6 |
| race), Asian American (having origins in any of the
|
7 |
| original peoples of the Far East, Southeast Asia, the |
8 |
| Indian Subcontinent,
or the Pacific Islands), or American |
9 |
| Indian or Alaskan Native (having
origins in any of the |
10 |
| original peoples of North America).
|
11 |
| State Urban Education Partnership Grants awarded under |
12 |
| this Section shall
be used for the planning, development, |
13 |
| operation or expansion of programs,
projects and activities |
14 |
| that are designed to carry out programs that
improve student |
15 |
| achievement or the quality of education for students and
that |
16 |
| are comparable or similar in nature to targeted assistance |
17 |
| programs
for which discretionary federal grant funds are |
18 |
| allocated under Chapter 2
of Title I of the federal Elementary |
19 |
| and Secondary Education Act of
1965; provided, that in |
20 |
| evaluating applications and awarding State Urban
Education |
21 |
| Partnership Grants under this Section, priority consideration |
22 |
| and
preference shall be given to grant applications that |
23 |
| propose to carry out
effective school programs that are |
24 |
| developed and designed to increase the
academic achievement |
25 |
| levels of students in large and small urban communities
through |
26 |
| collaborative efforts or partnerships between the attendance |
27 |
| center
applying for the grant and at least one parent or |
28 |
| community group, social
service agency, public sector business |
29 |
| entity or institution of higher
education. Indicators of such |
30 |
| effective school programs shall include but
not be limited to |
31 |
| components designed to improve student attendance at
school and |
32 |
| in class, increase student homework output and quality,
|
33 |
| increase student time on the task of acquiring basic and higher |
34 |
| order
skills, improve teacher-given classroom grades, improve |
|
|
|

| State and national
standardized test scores and assessment |
2 |
| results, improve community
involvement in the development and |
3 |
| implementation of effective school
programs, and improve |
4 |
| parent involvement to foster a positive home
environment, |
5 |
| meaningful parent-child communication in matters of |
6 |
| educational
performance and progress, and increased parent |
7 |
| participation in home
learning activities, school volunteer |
8 |
| activities and school governance.
|
9 |
| The State Board of Education shall adopt rules and |
10 |
| regulations governing
the procedure and requirements |
11 |
| applicable to grant applications submitted
under this Section. |
12 |
| The period during which grants may be awarded to an
attendance |
13 |
| center under this Section shall not exceed 3 consecutive school
|
14 |
| years; provided that before approving continuation of a grant |
15 |
| for a new
school year, the State Board of Education shall |
16 |
| review and evaluate a
report which the attendance center shall |
17 |
| file with respect to its use of
grant funds in carrying out |
18 |
| grant programs during the preceding school year.
|
19 |
| Grants shall be awarded to attendance centers under this |
20 |
| Section on a
competitive basis, and the State Board of |
21 |
| Education shall establish
standards, consistent with the |
22 |
| provisions of this Section, by which to
evaluate grant |
23 |
| applications and programs submitted and proposed hereunder.
|
24 |
| It is the purpose and intent of this Section to establish a |
25 |
| State grant
program that parallels and supplements, but that |
26 |
| operates independently of
federal grant programs that allocate |
27 |
| funds for targeted assistance under
Chapter 2 of Title I of the |
28 |
| federal Elementary and Secondary Education Act
of 1965.
