AMENDMENT TO SENATE BILL 1354

2     AMENDMENT NO. ______. Amend Senate Bill 1354 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-215 as follows:
 
7     (20 ILCS 605/605-215 new)
8     Sec. 605-215. Interagency Military Base Support and
9 Economic Development Committee.
10     (a) To coordinate the State's activities on and to act as a
11 communications center for issues relating to current and former
12 military bases in the State, the Interagency Military Base
13 Support and Economic Development Committee is created as an
14 entity within the Department.
15     (b) The Committee shall be composed of the following 6 ex
16 officio members or their designees: the Director of Commerce
17 and Economic Opportunity, the Secretary of Transportation, the
18 Director of Natural Resources, the Director of the
19 Environmental Protection Agency, the Director of Revenue, and
20 the Adjutant General of the Department of Military Affairs. In
21 addition, 4 members of the General Assembly shall be appointed,
22 one each appointed by the President of the Senate, the Senate
23 Minority Leader, the Speaker of the House of Representatives,
24 and the Minority Leader of the House of Representatives. The

1 chair of the committee, in consultation with the full
2 Committee, shall appoint 8 public members to serve as
3 representatives from the counties, or adjoining counties, of a
4 current or former military base site as necessary to carry out
5 the work of the Commission.
6     (c) The Director of Commerce and Economic Opportunity shall
7 serve as chair of the Committee, and shall oversee the
8 administration of the Committee and its functions. Expenses
9 necessary to carry out the function of the Committee shall be
10 shared among the agencies represented on the Committee pursuant
11 to an interagency agreement and from funds appropriated for
12 this purpose or from existing funds within the budgets of those
13 agencies. General Assembly appointees shall serve for the
14 duration of the General Assembly in which the appointee is
15 appointed, but the appointee's term shall expire if the
16 appointee no longer remains a member of that General Assembly.
17 The Committee shall meet not less than quarterly.
18     (d) Each member of the Committee must request reimbursement
19 from his or her individual agency for actual and necessary
20 expenses incurred while performing his or her duties as a
21 member of the Committee. Public members shall be reimbursed
22 from funds appropriated to the Department for that purpose.
23     (e) The Committee shall provide advice and recommendations
24 to the Department on the following:
25         (1) The formation of a strategic plan for State and
26     local military base retention, realignment, and reuse
27     efforts.
28         (2) The issues impacting current and former military
29     bases in the State, including infrastructure requirements,
30     environmental impact issues, military force structure
31     possibilities, tax implications, property considerations,
32     and other issues requiring State agency coordination and
33     support.
34         (3) The status of community involvement and

1     participation in retention, realignment, and reuse efforts
2     and the community support for economic development before
3     and after a military base closing.
4         (4) The State's retention, realignment, and reuse
5     advocacy efforts on the federal level.
6         (5) The development of impact studies concerning the
7     closing of a base on the community, housing, the economy,
8     schools, and other public and private entities, including
9     additional economic development ideas to minimize the
10     impact in the event of the base closing.
11         (6) The development of future economic expansion plans
12     for areas that are subject to closure or realignment.
13     (f) The Committee, in cooperation with the Department,
14 shall keep the Governor and General Assembly informed
15 concerning the progress of military base retention,
16 realignment, reuse, and economic development efforts in the
17 State.
18     (g) The Committee shall serve as the central information
19 clearinghouse for all military base reuse, retention, and
20 realignment activities. This shall include: (i) serving as a
21 liaison between the State and community organizations that
22 support the long-term viability of military bases; (ii)
23 communicating with the State's congressional delegation; and
24 (iii) generally coordinating with the public, governmental
25 bodies, and officials in communicating about the future of
26 military bases in the State.
 
27     Section 99. Effective date. This Act takes effect upon
28 becoming law.".
