    AN ACT concerning civil law.

    Be it enacted by the People of the State of Illinois, 
3
represented in the General Assembly:

    Section 5. The Probate Act of 1975 is amended by changing 
5
Section 13-3 as follows:

    Sec. 13-3. Compensation of public administrator.

    (a) In counties having a population in excess of 1,000,000

9
the
the public administrator shall pay all the fees collected 
10
by the office into
the county treasury. Each year, the county 
11
board shall appropriate an amount
to be paid to the public 
12
administrator as compensation for the public
administrator's 
13
performance of his or her duties and such compensation shall be

14
paid at a minimum level of $20,000 annually.  That amount shall 
15
be paid
from the fees collected by the office of the public 
16
administrator.  The
county board in such counties shall fix the 
17
amount for the public
administrator's compensation and 
18
necessary clerk hire,
assistants,
and office expense in the 
19
annual county budget and appropriation ordinances,
which shall 
20
be paid from the
county treasury. In such counties all fees of 
21
the office of public
administrator are subject to audit the 
22
same as are fees of other county
officers.

    (b) In counties having a population of 1,000,000 or
less 
24
the public administrator may receive all the fees
of his office 
25
and shall bear the expenses connected with
the operation of 
26
such office.
