| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|

| Section 5. The School Code is amended by changing Section |
| 5 |
| 21-2b as follows:
|

| Sec. 21-2b. Teacher education program entrance. In |

| consultation with
the
the State Teacher Certification Board the |

| State Board of Education shall
develop procedures which ensure |

| that all students entering approved teacher
education programs |
| 11 |
| are proficient in the areas of reading, mathematics and
|
| 12 |
| language arts. Each institution of higher learning shall submit |
| 13 |
| to the
State Teacher Certification Board a plan which sets |
| 14 |
| forth procedures for
implementation of this Section. |
