    AN ACT concerning State government.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The State Treasurer Act is amended by changing 
5
Section 17.1 as follows:

    (15 ILCS 505/17.1)  (from Ch. 130, par. 17.1)

    Sec. 17.1. 
The
The  Treasurer shall have the power to make 
8
and provide rules
and regulations necessary for the effective 
9
administrative performance of
the duties imposed upon him by 
10
law.  Such rules and regulations shall be
promulgated in 
11
accordance with the provisions of "The Illinois Administrative

12
Procedure Act", as amended.
