| AN ACT concerning education.
|

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the |
5 |
| College and Career Success for All Students Act . |
6 |
| Section 5. Purpose. The purpose of this Act is to ensure |
7 |
| that each Illinois student has a sufficient education for |
8 |
| success after high school and that all students have equal |
9 |
| access to a substantive and rigorous curriculum that is |
10 |
| designed to challenge their minds, enhance their knowledge and |
11 |
| skills, and prepare them for success in college and work. |
12 |
| Section 10. Definitions. In this Act: |
13 |
|
"Advanced Placement course" means a course sponsored by |
14 |
| the College Board and offered for college credit at the high |
15 |
| school level. |
16 |
| "Advanced Placement teacher" means a teacher of an |
17 |
| Advanced Placement course. |
18 |
|
"Pre-Advanced Placement" means set professional |
19 |
| development resources and services that equip all middle and |
20 |
| high school teachers with the strategies and tools they need to |
21 |
| engage their students in active, high-level learning, thereby |
22 |
| ensuring that every middle and high school student develops the |
23 |
| skills, habits of mind, and concepts they need to succeed in |
24 |
| Advanced Placement courses. |
25 |
|
"Vertical Team" means a group of teachers and educators |
26 |
| from different grade levels in a given discipline who work |
27 |
| cooperatively to develop and implement a vertically aligned |
28 |
| program aimed at helping students from diverse backgrounds |
29 |
| acquire the academic skills necessary for success in Advanced |
30 |
| Placement courses and other challenging courses. |

| Section 15. Teacher training. |

| (a) Subject to appropriation, a teacher of an Advanced |
3 |
| Placement course must obtain appropriate training. Subject to |
4 |
| appropriation, the State Board of Education shall establish |
5 |
| clear, specific, and challenging training guidelines that |
6 |
| require teachers of Advanced Placement courses to obtain |
7 |
| recognized Advanced Placement training endorsed by the College |
8 |
| Board. |
9 |
| (b) Advanced Placement and Pre-Advanced Placement training |
10 |
| to teachers in Illinois high schools must do all of the |
11 |
| following: |
12 |
| (1) Provide teachers of Advanced Placement and |
13 |
| teachers in courses that lead to Advanced Placement with |
14 |
| the necessary content knowledge and instructional skills |
15 |
| to prepare students for success in Advanced Placement |
16 |
| courses and examinations and other advanced course |
17 |
| examinations and mastery of postsecondary course content. |
18 |
| (2) Provide administrators, including principals and |
19 |
| counselors, with professional development that will enable |
20 |
| them to create strong and effective Advanced Placement |
21 |
| programs in their schools. |
22 |
| (3) Provide middle grade, junior high, and high school |
23 |
| teachers with Advanced Placement Vertical Team training |
24 |
| and other Pre-Advanced Placement professional development |
25 |
| that prepares students for success in Advanced Placement |
26 |
| courses. |
27 |
| (4) Support the implementation of an instructional |
28 |
| program for students in grades 6 through 12 that provides |
29 |
| an integrated set of instructional materials, diagnostic |
30 |
| assessments, and teacher professional development in |
31 |
| reading, writing, and mathematics that prepares all |
32 |
| students for enrollment and success in Advanced Placement |
33 |
| courses and in college. |
34 |
| Section 20. Duties of the State Board. |
35 |
| (a) In order to fulfill the purposes of this Act, the State |

| Board of Education shall encourage school districts to offer |
2 |
| rigorous courses in grades 6 through 11 that prepare students |
3 |
| for the demands of Advanced Placement course work. The State |
4 |
| Board of Education shall also encourage school districts to |
5 |
| make it a goal that all 10th graders take the Preliminary |
6 |
| SAT/National Merit Scholars Qualifying Test (PSAT/NMSQT) so |
7 |
| that test results will provide each high school with a database |
8 |
| of student assessment data that guidance counselors and |
9 |
| teachers will be able to use to identify students who are |
10 |
| prepared or who need additional work to be prepared to enroll |
11 |
| and be successful in Advanced Placement courses, using a |
12 |
| research-based Advanced Placement identification program |
13 |
| provided by the College Board. |
14 |
| (b) The State Board of Education shall do all of the |
15 |
| following: |
16 |
| (1) Seek federal funding through the Advanced |
17 |
| Placement Incentive Program and the Math-Science |
18 |
| Partnership Program and use it to support Advanced |
19 |
| Placement and Pre-Advanced Placement teacher professional |
20 |
| development and to support the implementation of an |
21 |
| integrated instructional program for students in grades 6 |
22 |
| through 12 in reading, writing, and mathematics that |
23 |
| prepares all students for enrollment and success in |
24 |
| Advanced Placement courses and in college. |
25 |
| (2) Focus State and federal funding with the intent to |
26 |
| carry out activities that target school districts serving |
27 |
| high concentrations of low-income students. |
28 |
| (3) Subject to appropriation, provide a plan of |
29 |
| communication that includes without limitation |
30 |
| disseminating to parents materials that emphasize the |
31 |
| importance of Advanced Placement or other advanced courses |
32 |
| to a student's ability to gain access to and to succeed in |
33 |
| postsecondary education and materials that emphasize the |
34 |
| importance of the PSAT/NMSQT, which provides diagnostic |
35 |
| feedback on skills and relates student scores to the |
36 |
| probability of success in Advanced Placement courses and |

| examinations, and disseminating this information to |
2 |
| students, teachers, counselors, administrators, school |
3 |
| districts, public community colleges, and State |
4 |
| universities. |

| (4) Subject to appropriation, annually evaluate the |
6 |
| impact of this Act on rates of student enrollment and |
7 |
| success in Advanced Placement courses, on high school |
8 |
| graduation rates, and on college enrollment rates.
