Amends the State Finance Act. Creates a non-appropriated Fund, the Minority Film Support Fund, to be administered by the State Treasurer to help collateralize loans from financial institutions to minority film makers. Sets forth provisions for the administration of the Fund.

| AN ACT concerning finance.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The State Finance Act is amended by adding |
5 |
| Sections 6z-68 and 5.640 as follows: |

| (30 ILCS 105/6z-68 new) |

| Sec. 6z-68. Minority Film Support Fund. There is created in |
8 |
| the State Treasury the Minority Film Support Fund. The Minority |
9 |
| Film Support Fund shall be a non-appropriated fund that is held |
10 |
| by the State Treasurer separate and apart from other State |
11 |
| funds. The Fund shall be administered by the State Treasurer to |
12 |
| help collateralize loans from financial institutions to |
13 |
| minority film makers producing films in the State of Illinois |
14 |
| when those films would not otherwise meet the institutions' |
15 |
| credit standards. The Fund shall consist of all public and |
16 |
| private moneys donated or transferred to the Fund consistent |
17 |
| with the Fund's purpose. Any moneys received by the State |
18 |
| Treasurer for the Fund shall be deposited into the Fund by the |
19 |
| State Treasurer. |
