| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Older Adult Services Act is amended by |
| 5 |
| changing Section 5 as follows:
|

| Sec. 5. Purpose. The purpose of this Act is to promote a |
| 8 |
| transformation of Illinois' comprehensive system of older |
| 9 |
| adult services from funding a primarily facility-based service |
| 10 |
| delivery system to primarily a home-based and community-based |
| 11 |
| system, taking into account the continuing need for |
| 12 |
| twenty-four-hour
24-hour skilled nursing care and congregate |
| 13 |
| housing with services. Such restructuring shall encompass the |
| 14 |
| provision of housing, health, financial, and supportive older |
| 15 |
| adult services. It is envisioned that this restructuring will |
| 16 |
| promote the development, availability, and accessibility of a |
| 17 |
| comprehensive, affordable, and sustainable service delivery |
| 18 |
| system that places a high priority on home-based and |
| 19 |
| community-based services. Such restructuring will encompass |
| 20 |
| all aspects of the delivery system regardless of the setting in |
| 21 |
| which the service is provided.
