Amends the Department of Natural Resources (Conservation) Law. Provides that the Department has the power to regulate the operation of electric scooters in State parks. Defines "electric scooter". Requires that the Department allow the operation of electric scooters on the roadways within State parks under the Department's jurisdiction. Provides that a person who operates or is in actual physical control of an electric scooter under this Section must be 16 years of age or older.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Natural Resources |

| (Conservation) Law of the
Civil Administrative Code of Illinois |

| is amended by adding Section 805-550 as follows: |

| Sec. 805-550. Electric scooters; State parks. The |
9 |
| Department has the power to regulate the operation of electric |
10 |
| scooters in State parks. As used in this Section, "electric |
11 |
| scooter" means a device upon which a person may ride consisting |
12 |
| of a footboard between 2 end-wheels, controlled by an upright |
13 |
| steering handle attached to the front wheel, powered by an |
14 |
| electric driven motor, and capable of a maximum speed of no |
15 |
| more than 20 miles per hour on a flat surface. The Department |
16 |
| shall allow the operation of electric scooters on the roadways |
17 |
| within State parks under the Department's jurisdiction. A |
18 |
| person who operates or is in actual physical control of an |
19 |
| electric scooter under this Section must be 16 years of age or |
20 |
| older.

| Section 99. Effective date. This Act takes effect upon |
22 |
| becoming law.
