SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/5-2.07 new

    Amends the Illinois Public Aid Code. Provides that under the Medicaid program, a person who has been diagnosed with diabetes or hypertension, or who has a family history of kidney disease, may be evaluated for kidney disease through routine clinical laboratory assessments of kidney function. Provides that a chronic kidney patient may receive coverage of diagnostic and health care services that have been certified by the patient's treating physician as having clinical benefit for managing risk factors that prolong kidney function or delay progression to kidney replacement therapy, managing risk factors for bone disease and cardiovascular disease associated with chronic kidney disease, improving the nutritional status of a person with chronic kidney disease, or correcting anemia associated with chronic kidney disease.

1     AN ACT concerning public aid.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Public Aid Code is amended by
5 adding Section 5-2.07 as follows:
 
6     (305 ILCS 5/5-2.07 new)
7     Sec. 5-2.07. Persons with chronic kidney disease. Under the
8 program of medical assistance under this Article, a person who
9 has been diagnosed with diabetes or hypertension, or who has a
10 family history of kidney disease, may be evaluated for kidney
11 disease through routine clinical laboratory assessments of
12 kidney function. The diagnostic criteria that define chronic
13 kidney disease for purposes of this Section may be any
14 generally recognized clinical practice guidelines that
15 identify chronic kidney disease based on the presence of kidney
16 damage and the level of kidney function. A person who has been
17 diagnosed with diabetes or hypertension, or who has a family
18 history of kidney disease, and who is diagnosed with kidney
19 disease may be classified as a chronic kidney patient for
20 purposes of this Section. Under the program of medical
21 assistance under this Article, a chronic kidney patient may
22 receive coverage of diagnostic and health care services that
23 have been certified by the patient's treating physician as
24 having clinical benefit for any of the following:
25         (1) Managing risk factors that prolong kidney function
26     or delay progression to kidney replacement therapy.
27         (2) Managing risk factors for bone disease and
28     cardiovascular disease associated with chronic kidney
29     disease.
30         (3) Improving the nutritional status of a person with
31     chronic kidney disease.
32         (4) Correcting anemia associated with chronic kidney
