Amends the State Finance Act. Creates the Community Services, Disabilities,
and Mental Health Fund. Provides that, on and after the effective date of this
amendatory Act of the 94th General Assembly, all moneys received by the
Department of Human Services as federal financial participation funds shall be
deposited into the Community Services, Disabilities, and Mental Health Fund.
Provides that, subject to appropriation, moneys in the Fund shall be used to
fund only those programs that generate federal financial participation funds.
Effective immediately.

| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:

| Section 5. The State Finance Act is amended by adding |

5.640 and 6z-68 as follows:

| (a) The Community Services, Disabilities, and Mental |

| Health Fund is hereby
created as a special fund in the State |

| treasury. |

| (b) On and after the effective date of this amendatory Act |
16 |
| of the 94th
General Assembly, all moneys received by the |
