Amends the Illinois Vehicle Code. Provides that the Secretary of State may not issue a driver's license to a nonresident who becomes a resident of this State while the new resident's driving privileges are revoked in another state. Provides that the Secretary may, subject to specified conditions, issue restricted driving permits to new residents whose driving privileges are revoked in another state. Provides that the Secretary shall adopt rules for the issuance of these permits.

| AN ACT concerning transportation.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Vehicle Code is amended by adding |
5 |
| Section 6-103.1 as follows: |

| (625 ILCS 5/6-103.1 new) |

| Sec. 6-103.1. New residents; out-of-state revocation. |

| (a) The Secretary of State may not issue a driver's license |
9 |
| to a nonresident who becomes a resident of this State while the |
10 |
| new resident's driving privileges are revoked, under terms |
11 |
| similar to those provided in Section 1-176 of this Code, in |
12 |
| another state. |

| (b) The Secretary may issue restricted driving permits to |
14 |
| new residents whose driving privileges are revoked in another |
15 |
| state. These permits must be issued according to the |
16 |
| restrictions, and for the purposes, stated in Sections 6-205 |
17 |
| and 6-206 of this Code. The Secretary shall adopt rules for the |
18 |
| issuance of these permits.
