| AN ACT concerning elections.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Election Code is amended by adding Sections |
5 |
| 4-105, 5-105, and 6-105 as follows: |

| Sec. 4-105. Voter pre-registration. Notwithstanding any |
8 |
| other provisions of this Code to the contrary, each election |
9 |
| authority shall accept the pre-registration of any 16-year-old |
10 |
| or 17-year-old resident of the election jurisdiction who is, |
11 |
| but for age, otherwise qualified to vote. Each election |
12 |
| authority shall by rule provide for the implementation of this |
13 |
