AMENDMENT TO SENATE BILL 192

2     AMENDMENT NO. ______. Amend Senate Bill 192 by replacing
3 the title with:
4     "AN ACT concerning public safety."; and
 
5 by replacing everything after the enacting clause with the
6 following:
 
7     "Section 5. The Illinois Manufactured Home Installers Act
8 is amended by adding Sections 7 and 25 as follows:
 
9     (430 ILCS 120/7 new)
10     Sec. 7. Definitions. As used in this Act:
11     "Manufactured home" is synonymous with "mobile home" and
12 means a structure that is a factory-assembled, completely
13 integrated structure designed for permanent habitation, with a
14 permanent chassis and so constructed as to permit its
15 transport, on wheels temporarily or permanently attached to its
16 frame, from the place of its construction to the location, or
17 subsequent locations, at which it is placed on a support system
18 for use as a permanent habitation, and designed and situated so
19 as to permit its occupancy as a dwelling place for one or more
20 persons. The term "manufactured home" includes manufactured
21 homes constructed after June 30, 1976 in accordance with the
22 federal National Manufactured Housing Construction and Safety
23 Standards Act of 1974 and does not include an immobilized

1 mobile home as defined in Section 2.10 of the Mobile Home Park
2 Act.
3     "Mobile home park" means a tract of land or 2 or more
4 contiguous tracts of land that contain sites with the necessary
5 utilities for 5 or more manufactured homes either free of
6 charge or for revenue purposes.
7     "Permanent foundation", for a manufactured home, means a
8 continuous perimeter foundation of material such as mortared
9 concrete block, mortared brick, or concrete that extends into
10 the ground below the established frost depth and to which the
11 home is secured with foundation bolts at least one-half inch in
12 diameter, spaced at intervals of no more than 6 feet and within
13 one foot of the corners, and embedded at least 7 inches into
14 concrete foundations or 15 inches into block foundations.
 
15     (430 ILCS 120/25 new)
16     Sec. 25. Installation requirements. A manufactured home
17 installed on private property that is not in a mobile home park
18 on or after the effective date of this amendatory Act of the
19 94th General Assembly must be installed so that it rests wholly
20 on a permanent foundation. The permanent foundation must meet
21 or exceed the requirements for a permanent foundation as
22 defined in this amendatory Act of the 94th General Assembly or
23 as defined by rule of the federal Department of Housing and
24 Urban Development.
 
25     Section 99. Effective date. This Act takes effect upon
26 becoming law.".
