Amends the Metropolitan Water Reclamation District Act. Deletes a provision that establishes a salary for each member of the civil service board of the Metropolitan Water Reclamation District. Provides that compensation for each member of the board shall be established by the District's Board of Commissioners as part of the annual budget process. Effective immediately.

| AN ACT concerning the Metropolitan Water Reclamation |

| District.
|

| Be it enacted by the People of the State of Illinois,
|
4 |
| represented in the General Assembly:
|
5 |
| Section 5. The Metropolitan Water Reclamation District Act |
6 |
| is amended by changing Section 4.2 as follows:
|

| Sec. 4.2. There is hereby created and established a civil |
9 |
| service board to
consist of 3 persons to be selected in the |
10 |
| manner following:
|
11 |
| The governing authority or body of the sanitary district,
|
12 |
| hereinafter called the trustees, shall on or before January 31, |
13 |
| 1952
appoint a civil service board of 3 members, all of whom |
14 |
| shall be persons
who are not trustees and not more than 2 of |
15 |
| whom shall be affiliated
with the same political party. Each |
16 |
| member shall have been a qualified
elector of the sanitary |
17 |
| district for at least 5 years immediately prior
to his or her |
18 |
| appointment and shall believe firmly in the merit system
of |
19 |
| government. No person shall be appointed to the civil service |
20 |
| board who
has held an elective public office or a position in a |
21 |
| political party
within the 2 years immediately prior to his or |
22 |
| her appointment. No member
of the board shall be a member of a |
23 |
| committee in any partisan political
club or organization, or |
24 |
| shall hold or be a candidate for any elective
public office.

| Of the members so appointed, one shall be appointed for a |
26 |
| term of 2 years,
one for a term of 4 years and one for a term of |
27 |
| 6 years beginning February 1,
1952. All subsequent appointments |
28 |
| shall be for 6 year terms beginning February
1 of the year in |
29 |
| which the antecedent term expires. In the event a vacancy
|
30 |
| occurs from any cause in the office of any
member, the |
31 |
| unexpired portion of the term shall be filled by
appointment |
32 |
