Amends the Illinois Vehicle Code. Provides that a driver qualifies for use of parking spaces reserved for persons with disabilities if his or her ability to walk is severely limited due to peripheral artery disease or if he or she cannot walk 200 feet without stopping to rest because of that condition. Effective immediately.

| AN ACT concerning transportation.

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Vehicle Code is amended by changing |
5 |
| Section 1-159.1 as follows:
|

| (625 ILCS 5/1-159.1) (from Ch. 95 1/2, par. 1-159.1)

| Sec. 1-159.1. Person with disabilities. A natural person |
8 |
| who, as determined by a licensed physician, by a physician
|
9 |
| assistant who has been delegated the authority to make this |
10 |
| determination by
his or her supervising physician, or by an |
11 |
| advanced practice nurse who has a
written collaborative |
12 |
| agreement with a collaborating physician that authorizes
the |
13 |
| advanced practice nurse to make this determination: (1) cannot |
14 |
| walk
without the use of, or
assistance from, a brace, cane, |
15 |
| crutch, another person, prosthetic device,
wheelchair, or |
16 |
| other assistive device; (2) is restricted by lung
disease to
|
17 |
| such an extent that his or her forced (respiratory) expiratory |
18 |
| volume for one
second, when measured by spirometry, is less |
19 |
| than one liter, or the arterial
oxygen tension is less than 60 |
20 |
| mm/hg on room air at rest; (3) uses
portable
oxygen; (4) has a |
21 |
| cardiac condition to the extent that the person's
functional
|
22 |
| limitations are classified in severity as Class III or Class |
23 |
| IV,
according to standards set by the American Heart |
24 |
| Association; (5) is
severely limited in the person's ability to |
25 |
| walk due to an arthritic,
neurological, or orthopedic condition |
26 |
| or peripheral artery disease ; or (6) cannot walk 200 feet |
27 |
| without
stopping to rest because of one of the above 5 |
28 |
| conditions.

| Section 99. Effective date. This Act takes effect upon |
