| WHEREAS, The members of the House of Representatives of the |
| 3 |
| State of Illinois are pleased to congratulate Dr. Secundino |
| 4 |
| Rubio of Salem on receiving the 2006 Rural Physician of |
| 5 |
| Excellence Award from the Illinois Rural Health Association; |
| 6 |
| and
|
| 7 |
| WHEREAS, The Rural Physician of Excellence Award is given |
| 8 |
| to exemplary physicians working in rural counties of Illinois |
| 9 |
| that go beyond the call of duty to care for rural residents and |
| 10 |
| help build rural communities; and
|
| 11 |
| WHEREAS, Dr. Rubio received the award from Lieutenant |
| 12 |
| Governor Pat Quinn during "Doc Hollywood Day", October 10, |
| 13 |
| 2006; and
|
| 14 |
| WHEREAS, Dr. Rubio has dedicated his
life to his patients, |
| 15 |
| Salem Township Hospital, and the surrounding communities in the |
| 16 |
| Salem area
since 1965; and
|
| 17 |
| WHEREAS, Dr. Rubio, was honored in 2000 as the Illinois |
| 18 |
| Academy of Family Physician's Family Physician of the Year; Dr. |
| 19 |
| Rubio opened Salem Medical Center in 1967; for many years he |
| 20 |
| was the only physician serving the needs of the people of |
| 21 |
| Salem; and
|
| 22 |
| WHEREAS, His journey began in Cuba, where he studied |
| 23 |
| medicine at the University of Havana; he left Cuba for the U.S. |
| 24 |
| in 1961, without the benefit of speaking English; and
|
| 25 |
| WHEREAS, His U.S. medical career began at South Shore |
| 26 |
| Hospital in 1962 as a surgical assistant; throughout his |
| 27 |
| career, Dr. Rubio has served on numerous organizations and also |
| 28 |
| served as the Chief of Staff of Salem Township Hospital; |
| 29 |
