| HOUSE RESOLUTION
|

| WHEREAS, The members of the House of Representatives of the |
3 |
| State of Illinois are pleased to congratulate Michael R. Tongue |
4 |
| on the occasion of his retirement; and
|
5 |
| WHEREAS, He was born on January 12, 1950, in Rockford to |
6 |
| Henry and Garland Tongue; he attended Rockford schools and |
7 |
| graduated from Auburn High School in 1968; following |
8 |
| graduation, he joined the United States Marine Corps; and
|
9 |
| WHEREAS, In 1969, he was accepted into the 4-year Northern |
10 |
| Illinois Joint Apprenticeship Training Program; he graduated |
11 |
| in 1973 and worked as a Journeymen Electrician Wireman; and
|
12 |
| WHEREAS, As an International Brotherhood of Electrical |
13 |
| Workers (IBEW) member, Mr. Tongue served his union and was |
14 |
| elected to 1975 and 1978 IBEW conventions; he was also elected |
15 |
| Treasurer in 1977 for a three-year term and Recording Secretary |
16 |
| in 1980 and 1988 for IBEW Local 364; and
|
17 |
| WHEREAS, He was hired as the first fill-time Training |
18 |
| Director for the Northern Illinois Joint Apprenticeship |
19 |
| Training Program in July of 1988, where he served until the |
20 |
| Spring of 2006; in addition to his responsibilities as Training |
21 |
| Director, he served as Chairman, Recording Secretary, and |
22 |
| Treasurer over 18 years with the Midwest Electrical Training |
23 |
| Directors from 1988 to 2006; he was a member of the National |
24 |
| Training Directors from 1988 to 2006; and he served on the |
25 |
| Winnebago Boone Workforce Investment Board from 2000 to 2006; |
26 |
| and
|
27 |
| WHEREAS, Mr. Tongue is known for his dedication to helping |
28 |
| the apprentices, contractors, union, and community; many of |
29 |
| these people will join together to celebrate his retirement on |
30 |
| Friday, December 1, 2006; therefore, be it
