| WHEREAS, The members of the House of Representatives of the |
3 |
| State of Illinois were deeply saddened to learn of the death of |
4 |
| Alvin Joseph Baxter, Jr. of Chicago, on Thursday, August 3, |
5 |
| 2006; and
|
6 |
| WHEREAS, He was born on May 27, 1920, in Chicago to Lucille |
7 |
| and Alvin Joseph Baxter, Sr., originally of New Orleans, |
8 |
| Louisiana; he attended Tilden Technical High School and then |
9 |
| worked for the Federal Government until being drafted into the |
10 |
| US Army in September of 1942; he attained the rank of Master |
11 |
| Sergeant and was honorably discharged in December of 1945; and
|
12 |
| WHEREAS, He attended Catholic University in Washington, |
13 |
| D.C. and received a Bachelor of Arts degree in history in 1949; |
14 |
| he returned to Chicago and began working for the Cook County |
15 |
| Welfare Department where he met his future wife; and
|
16 |
| WHEREAS, He was united in marriage on April 29, 1950, to |
17 |
| the former Doris Morgan in Dayton, Ohio; and |
18 |
| WHEREAS, He built a successful career in government service |
19 |
| where he designed and implemented programs for impoverished |
20 |
| communities; he worked for the Office of Economic Opportunity, |
21 |
| which later became the Community Services Agency, eventually |
22 |
| retiring from the position of Branch Manager for the Midwestern |
23 |
| Region; and
|
24 |
| WHEREAS, He retired in 1982 and took part in several |
25 |
| hobbies including picture framing, gardening and volunteer |
26 |
| work; dedicated to his community he demonstrated his commitment |
27 |
| through active participation in organizations such as the Hyde |
28 |
| Park-Kenwood Community Conference, the Blue Gargoyle, and |
29 |
| Friends of the Park; he also gave freely of his time and energy |
30 |
| to support the goals of the 25th District and the Office of |
