| HOUSE RESOLUTION
|

| WHEREAS, In order to gather statistics concerning the |
3 |
| racial identity of persons stopped for traffic violations, |
4 |
| Section 11-212 of the Illinois Vehicle Code was enacted to |
5 |
| require every law enforcement agency in the State to compile |
6 |
| statistical data relevant to traffic stops, including the race |
7 |
| of the person stopped, the location, date, and time of the |
8 |
| stop, the reason for the stop, and the name and badge number of |
9 |
| the officer; and
|
10 |
| WHEREAS, Every law enforcement agency is required to |
11 |
| transmit its statistical data to the Department of |
12 |
| Transportation by March 1 of 2004, 2005, 2006, and 2007; and
|
13 |
| WHEREAS, Some law enforcement agencies are not in |
14 |
| compliance with these requirements; and
|
15 |
| WHEREAS, The Racial Profiling Prevention and Data |
16 |
| Oversight Board was created by law to study data collection |
17 |
| strategies, improve data collection methods, and effectuate |
18 |
| strategies to eliminate any failure of law enforcement agencies |
19 |
| to comply with data collection mandates; therefore, be it |
20 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
21 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
22 |
| we urge the Racial Profiling Prevention and Data Oversight |
23 |
| Board, along with the Office of the Attorney General, to |
24 |
| analyze the failure of law enforcement agencies to compile and |
25 |
| transmit statistical data relevant to traffic stops as required |
26 |
| under Section 11-212 of the Illinois Vehicle Code and develop |
27 |
| strategies to ensure compliance; and be it further
|
28 |
| RESOLVED, That a suitable copy of this resolution be |
29 |
| delivered to the Racial Profiling Prevention and Data Oversight |
30 |
| Board and the Attorney General.
