| HOUSE RESOLUTION

| WHEREAS, Mr. James Maloney, an Illinois resident, will |
3 |
| receive the Iowa Governor's Award for Volunteerism from Iowa |
4 |
| Governor Vilsack in May; and
|
5 |
| WHEREAS, Mr. Maloney was diagnosed with Cerebral Palsy when |
6 |
| he was still a baby; he began attending school when he was |
7 |
| three and continued through the special education program |
8 |
| offered by Black Hawk Area Special Education, graduating from |
9 |
| Rock Island High School in 1998; he was the poster child for |
10 |
| the Cerebral Palsy Telethon in 1985 and attended many of the |
11 |
| programs offered by that agency; and
|
12 |
| WHEREAS, Even before graduating from high school, he began |
13 |
| volunteering; while in high school, he worked with Crime |
14 |
| Stoppers and United Cerebral Palsy; he would continue this |
15 |
| throughout the summer giving 7 to 8 hours a day; and
|
16 |
| WHEREAS, Following graduation, he enrolled at Blackhawk |
17 |
| College; he graduated four years later and continued his |
18 |
| volunteer work at UCP and also took on a commitment to Student |
19 |
| Government while in college; during his last year at Blackhawk, |
20 |
| he was the Student Representative to the Board of Directors; it |
21 |
| was while attending Blackhawk that Mr. Maloney first came |
22 |
| across the battered women program that is offered by Family |
23 |
| Resources; once introduced to this program, he was hooked and |
24 |
| has been a faithful volunteer with them as much as he can; he |
25 |
| is a Certified Rape Counselor and teaches about dealing with |
26 |
| the handicapped each time Family Resources has a new class in |
27 |
| domestic abuse; and
|
28 |
| WHEREAS, Mr. Maloney will graduate from Southern Illinois |
29 |
| University at Carbondale in May and spends each day of his |
30 |
| vacation and spring and fall breaks volunteering at the |
31 |
| domestic violence shelter in Davenport, Iowa, traveling back |
