HOUSE RESOLUTION 1151

 
2     WHEREAS, The Governor issued Executive Order No. 6 in July
3 2005 establishing the Illinois Regenerative Medicine Institute
4 (IRMI) under the Department of Public Health to provide grants
5 to entities that engage in stem cell research; and
 
6     WHEREAS, The Fiscal Year 2006 budget included an
7 appropriation of $10 million to the Department of Public Health
8 to award these grants; and
 
9     WHEREAS, The Governor amended his Executive Order No. 6 in
10 February to provide the Department of Public Health with the
11 power to implement the Institute, outlined the functions of
12 IRMI, and established requirements and conditions for
13 grantees; and
 
14     WHEREAS, The Governor's amended Executive Order was
15 published in the Illinois Register on February 24th in lieu of
16 Department rules; and
 
17     WHEREAS, The Department of Public Health has since
18 established the new Institute and awarded grants to eligible
19 entities on April 24th; and
 
20     WHEREAS, The Governor, in his proposed budget for Fiscal
21 Year 2007, is seeking a $15 million appropriation from Tobacco
22 Settlement monies for IRMI; and
 
23     WHEREAS, The Governor has further stated that it is his
24 desire to increase this base appropriation by $2.5 million each
25 year for the next 5 years in order to provide the Institute
26 with an appropriation of $100 million by Fiscal Year 2011;
27 therefore, be it
 
28     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2 we urge the Governor and the Department of Public Health to
3 provide full disclosure of how the current appropriations for
4 the Institute are being spent; and be it further
 
5     RESOLVED, That we urge the Governor and the Department of
6 Public Health, upon awarding the grants, to disclose all
7 information regarding the grantees, the process by which these
8 grantees were selected, as well as the information on those
9 grant applications that were rejected and the reasons why those
10 applications were rejected; and be it further
 
11     RESOLVED, That we urge the Governor and the Department to
12 disclose any and all other information pertinent to the status
13 and operation of the Institute, including, but not limited to,
14 the oversight and reporting processes in place; and be it
15 further
 
16     RESOLVED, That a suitable copy of this Resolution be
17 presented to the Governor and the Director of Public Health.
