HOUSE RESOLUTION

 
2     WHEREAS, No oil refinery has been built in the United
3 States in the past 30 years and U.S. consumers now rely upon
4 imported supplies of refined petroleum products to a degree
5 that is incompatible with national security; and
 
6     WHEREAS, In August 2005, Hurricane Katrina caused damage to
7 several Gulf Coast refineries, illustrating the vulnerability
8 of the nation's refining infrastructure and resulting in
9 gasoline shortages and dramatic fluctuations in fuel prices;
10 and
 
11     WHEREAS, The U.S. refining industry runs at nearly 100%
12 capacity in order to keep up with demand; therefore, be it
 
13     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15 there is created the Illinois Oil Refining Task Force for the
16 purpose of studying the lack of sufficient gasoline and
17 diesel-fuel refining capacity in Illinois; the Task Force shall
18 consist of 12 members as follows: one member appointed by the
19 Director of the Environmental Protection Agency; one member
20 appointed by the Director of Commerce and Economic Opportunity;
21 one member who represents the interests of the petroleum
22 industry; one member who represents the interests of the
23 State's petroleum marketers; 2 members appointed by the
24 President of the Senate; 2 members appointed by the Minority
25 Leader of the Senate; 2 members appointed by the Speaker of the
26 House of Representatives; and 2 members appointed by the
27 Minority Leader of the House of Representatives; and be it
28 further
 
29     RESOLVED, That the members of the Task Force shall appoint
30 one member to serve as chairperson; the initial meeting of the
31 Task Force shall be within 30 days after the appointment of a

1 majority of the members and all other meetings shall be at the
2 call of the chairperson; the members of the Task Force shall
3 receive no compensation for their services as members of the
4 Task Force but may be reimbursed for reasonable expenses
5 incurred as a result of their service from appropriations made
6 by the General Assembly for that purpose; and be it further
 
7     RESOLVED, That the Department of Commerce and Economic
8 Opportunity shall provide staff support to the Task Force, as
9 necessary; and be it further
 
10     RESOLVED, That the Task Force shall report to the General
11 Assembly its recommendations on ways to improve the condition
12 of the State's refining capacity and shall file its report with
13 the Clerk of the House and with the Secretary of the Senate no
14 later than December 31, 2006; and be it further
 
15     RESOLVED, That a suitable copy of this resolution be
16 presented to the Director of the Environmental Protection
17 Agency, the Director of Commerce and Economic Opportunity, the
18 President of the Senate, the Minority Leader of the Senate, the
19 Speaker of the House of Representatives, and the Minority
20 Leader of the House of Representatives.
