2 | WHEREAS, With the beginning of the Spring Legislative | ||||||
3 | Session of 2006, the Capitol faces the end of an era; and
| ||||||
4 | WHEREAS, Mal Hildebrand, Acting Director of the Office of | ||||||
5 | the Architect of the Capitol, previously the Legislative Space | ||||||
6 | Needs Commission, has announced his retirement, effective | ||||||
7 | January 12, 2006, after 36 years of service to the State of | ||||||
8 | Illinois and 31 years with that agency; and
| ||||||
9 | WHEREAS, Director Hildebrand was born in Springfield on | ||||||
10 | August 12, 1943; he was educated in Springfield Public Schools, | ||||||
11 | graduating from Springfield High School and Southern Illinois | ||||||
12 | University at Carbondale; throughout his student experience, | ||||||
13 | he was active in numerous student government and fraternal | ||||||
14 | affairs; and
| ||||||
15 | WHEREAS, Mr. Hildebrand was appointed Assistant Director | ||||||
16 | of the Legislative Space Needs Commission in 1975, Acting | ||||||
17 | Director in January of 1977, and Executive Director in March of | ||||||
18 | 1977; in this capacity, he had the responsibility to oversee | ||||||
19 | and administer the statutory responsibilities of the | ||||||
20 | Commission which functioned to purchase land for the Capitol | ||||||
21 | Complex in conjunction with the master plan in Springfield; to | ||||||
22 | develop plans and specifications for those facilities; | ||||||
23 | allocate space in the State owned buildings for the use of the | ||||||
24 | legislature and other agencies; and to review and approve all | ||||||
25 | contracts for the repair, rehabilitation, construction, or | ||||||
26 | alteration of all State buildings in the Capitol Complex in | ||||||
27 | Springfield, including all tunnels, power, and heating plants, | ||||||
28 | and the surrounding grounds; and
| ||||||
29 | WHEREAS, During his tenure, many acres of land were | ||||||
30 | purchased for future development; a new State library, | ||||||
31 | centralized computer facility, revenue building, and tourist |

1 | center were built; a building for the Fourth District Appellate | ||||||
2 | Court was restored; an underground electrical distribution | ||||||
3 | system was designed and constructed; the State Power Plant was | ||||||
4 | renovated; and two major parking structures were built; and | ||||||
5 | WHEREAS, In addition, during his years as director, the | ||||||
6 | employees pay parking legislation was drafted and implemented; | ||||||
7 | two master plans were developed; two major church complexes | ||||||
8 | were purchased; and two Capitol building restoration programs | ||||||
9 | and many other projects were completed; and
| ||||||
10 | WHEREAS, Throughout his long service, the Office of the | ||||||
11 | Architect of the Capitol and its predecessor, the Legislative | ||||||
12 | Space Needs Commission, handled thousands of contracts, change | ||||||
13 | orders, and modifications that represented hundreds of | ||||||
14 | millions of dollars with none of them ever found to be in | ||||||
15 | default; and | ||||||
16 | WHEREAS, Prior to his work with the Legislative Space Needs | ||||||
17 | Commission, he served as Chief Building Manager for the Office | ||||||
18 | of Secretary of State - Department of Physical Services; and
| ||||||
19 | WHEREAS, He is married to Sally and they have two sons, one | ||||||
20 | daughter-in-law, and two grandchildren; he and his family | ||||||
21 | attend Westminster Presbyterian Church, where he has served on | ||||||
22 | both the Board of Elders and Board of Deacons and has been | ||||||
23 | active on numerous other church committees; therefore, be it
| ||||||
24 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
25 | NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
26 | we applaud Mal Hildebrand for his many years of service to the | ||||||
27 | citizens of this State and to the legislature, and we extend to | ||||||
28 | him our most sincere best wishes for the future; and be it | ||||||
29 | further

30 | RESOLVED, That a suitable copy of this resolution be |
