2 | WHEREAS, Deborah M. Preston is retiring from her position | ||||||
3 | as as Moultrie County Circuit Clerk after 16 years in the | ||||||
4 | Clerk's office; and
| ||||||
5 | WHEREAS, She has been a resident of Moultrie County for 50 | ||||||
6 | years; she attended Sullivan Schools and graduated from | ||||||
7 | Sullivan High School and Lake Land College; she is married to | ||||||
8 | Larry Preston, who works as the Vice President of | ||||||
9 | Operations/Assistant Treasurer at Staley Credit Union; she has | ||||||
10 | one son, Andrew Preston, who is a graduate of the University of | ||||||
11 | Illinois; and | ||||||
12 | WHEREAS, She started her career in the Circuit Clerk's | ||||||
13 | office as a Deputy Clerk in 1989; in 1991, she was promoted to | ||||||
14 | Chief Deputy and in 1993, she was appointed Circuit Clerk by | ||||||
15 | the Judges of the Sixth Judicial Circuit; in 1994, she was | ||||||
16 | elected Circuit Clerk, and she won re-election in 1996, 2000, | ||||||
17 | and 2004; and
| ||||||
18 | WHEREAS, During her tenure in the office of the Circuit | ||||||
19 | Clerk, she has worked on several notable projects, including | ||||||
20 | converting a manual bookkeeping system to computer accounting; | ||||||
21 | supervising the upgrade of all data processing equipment; | ||||||
22 | developing and maintaining a multi-user computer network and a | ||||||
23 | functional web page; maintaining a secure multi-user Internet | ||||||
24 | access network; and integrating computer systems of the State | ||||||
25 | Disbursement Unit, Illinois Department of Public Aid, and the | ||||||
26 | Illinois Attorney General with the Circuit Clerk's computer | ||||||
27 | system; and
| ||||||
28 | WHEREAS, Ms. Preston was instrumental in developing a | ||||||
29 | successful system for collecting fines and fees due to Moultrie | ||||||
30 | County; she participated in the first Child Support Enforcement | ||||||
31 | program in Moultrie County, implemented and managed a Traffic |

| |||||||
1 | Safety Program, and increased the efficiency, accuracy, and the | ||||||
2 | speed of providing information to participants in the court | ||||||
3 | system; she has often worked with students at the high school | ||||||
4 | and college level; and
| ||||||
5 | WHEREAS, Without the use of tax dollars, she developed Jury | ||||||
6 | Management software, designed and supervised the installation | ||||||
7 | of a modern archive room for long storage of documents, and | ||||||
8 | created a more efficient work environment by converting office | ||||||
9 | furnishings to modern modular units; and
| ||||||
10 | WHEREAS, Ms. Preston is a member of the Illinois | ||||||
11 | Association of County Officials and the Illinois Association of | ||||||
12 | Circuit Clerks; she is a past president of the Democratic Women | ||||||
13 | of Moultrie County and was appointed Court Disabilities | ||||||
14 | Coordinator; she is a charter member of the Sullivan Optimist | ||||||
15 | Club and served on the Board of Directors, a past member of the | ||||||
16 | Parents Advisory Committee of the Gifted/Talented Enrichment | ||||||
17 | Program of Sullivan Schools, and a past Board Member of the | ||||||
18 | Moultrie County Mental Health Board; and | ||||||
19 | WHEREAS, In her free time, she enjoys quilting, playing | ||||||
20 | piano, writing poetry, reading, traveling, floral arranging, | ||||||
21 | and collecting famous quotations; therefore, be it
| ||||||
22 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
23 | NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
24 | we congratulate Deborah M. Preston on the occasion of her | ||||||
25 | retirement as Moultrie County Circuit Clerk; and be it further
| ||||||
26 | RESOLVED, That a suitable copy of this resolution be | ||||||
27 | presented to her as an expression of our respect and esteem and | ||||||
28 | with best wishes for a relaxing retirement.
