| HOUSE RESOLUTION

| WHEREAS, Director Renee Cipriano is returning to the |
3 |
| private sector after almost four years of distinguished public |
4 |
| service as the director of the Illinois Environmental |
5 |
| Protection Agency (IEPA); and
|
6 |
| WHEREAS, Director Cipriano was first appointed by Governor |
7 |
| George Ryan in August 2001 and reappointed by Governor |
8 |
| Blagojevich in January 2003; and
|
9 |
| WHEREAS, Director Cipriano took over leadership of the |
10 |
| state agency responsible for implementation and administration |
11 |
| of all environmental laws and programs after a series of key |
12 |
| positions in environmental policy and law; she served as an |
13 |
| Assistant Attorney General in the Office of the Attorney |
14 |
| General, Environmental Control Division, from 1988 to 1992, and |
15 |
| after three years in private environmental law practice, served |
16 |
| as Associate Director and Chief Counsel of the IEPA from 1995 |
17 |
| to 1997; after returning to private practice for two years, she |
18 |
| joined the administration of Governor George H. Ryan as Senior |
19 |
| Advisor for Environment and Natural Resources, where she was |
20 |
| charged with overseeing legislative and policy development in |
21 |
| several state agencies, as well as liaison to numerous |
22 |
| constituent groups; she also headed the Governor's Environment |
23 |
| and Natural Resources Cabinet and the Balanced Growth Cabinet; |
24 |
| and
|
25 |
| WHEREAS, Recently, Director Cipriano was appointed by |
26 |
| Governor Blagojevich to serve on a Special Task Force on the |
27 |
| Condition and Future of the Illinois Energy Infrastructure; and
|
28 |
| WHEREAS, Under her leadership, the IEPA has launched |
29 |
| several initiatives to reach out to citizens, industry, local |
30 |
| governments, and advocacy groups in improving the State's |
31 |
| environment; they include a major initiative to reduce mercury; |
