| HOUSE RESOLUTION

| WHEREAS, The North American Safe Boating Campaign, |
3 |
| sponsored by the National Safe Boating Council, the United |
4 |
| States Coast Guard, and several other American and Canadian |
5 |
| organizations, educates recreational boaters on the rules and |
6 |
| procedures of safe boating; and
|
7 |
| WHEREAS, National Safe Boating Week traditionally marks |
8 |
| the start of the campaign and "highlights the need for boaters |
9 |
| to take command of their safety by wearing a life jacket at all |
10 |
| times while on the water"; and
|
11 |
| WHEREAS, Drowning remains the number one cause of death |
12 |
| among victims of fatal boating accidents; on average, 700 |
13 |
| people die each year in boating-related accidents in the U.S. |
14 |
| and nearly 70% of these are fatalities caused by drowning; and
|
15 |
| WHEREAS, The vast majority of these accidents are caused by |
16 |
| human error or poor judgment and not by the boat, equipment, or |
17 |
| environmental factors; and
|
18 |
| WHEREAS, A significant number of boaters who lose their |
19 |
| lives by drowning each year would be alive today had they worn |
20 |
| their life jackets; modern life jackets are more comfortable, |
21 |
| more attractive, and more wearable than styles of years past |
22 |
| and deserve a fresh look by today's boating public; and
|
23 |
| WHEREAS, There are five tips for boating safely: wear your |
24 |
| life jacket, stay sober, take a safe boating course, get your |
25 |
| boat checked (the Coast Guard Auxiliary offers a free vessel |
26 |
| safety check), and be aware of carbon monoxide, a poisonous gas |
27 |
| that is odorless, colorless, and can be lethal; therefore, be |
28 |
| it |
