| HOUSE RESOLUTION

| WHEREAS, After 34 years in law enforcement, Bethalto Chief |
3 |
| of Police William "Billy Bones" Hays retired on May 2, 2005; |
4 |
| and |
5 |
| WHEREAS, Chief Hays earned the nickname "Billy Bones" when |
6 |
| he began working on the department in 1968; as a rookie he |
7 |
| stood 6 feet tall and weighed 135 pounds; and
|
8 |
| WHEREAS, Chief Hays retired in 1989 with the rank of |
9 |
| sergeant following 21 years of service; he then headed west |
10 |
| with his wife, Elsie, and worked as a security guard in Las |
11 |
| Vegas at the casino, Circus Circus; he returned to the |
12 |
| department in November of 1997, when he was offered the job as |
13 |
| deputy police chief by Mayor Steve Bryant; and
|
14 |
| WHEREAS, His duties as second-in-command included being |
15 |
| supervisor of the department's four sergeants and nine patrol |
16 |
| officers before he replaced Chief Tony Sammis following his |
17 |
| retirement in 1999; and
|
18 |
| WHEREAS, As an officer and a chief, Mr. Hays has served the |
19 |
| community with pride and has been a positive influence on the |
20 |
| department; he taught his employees good work ethics as well as |
21 |
| good moral values; and
|
22 |
| WHEREAS, Chief Hays was a past member and past president of |
23 |
| the board of directors of the Bethalto Boys and Girls Club, and |
24 |
| is a member of the Madison County Police Association, a member |
25 |
| of the Southern Illinois Police Chief's Association, and a |
26 |
| member of the Illinois Police Chief's Association; and
|
27 |
| WHEREAS, He is father to one grown son, Todd, who followed |
28 |
| in his footsteps, working as a police officer in Troy; |
