| HOUSE RESOLUTION

| WHEREAS, Mayor Dan Cougill of the City of Charleston has |
3 |
| retired after 12 years in office; and
|
4 |
| WHEREAS, Mr. Cougill returned to his Charleston hometown in |
5 |
| June 1992 with his wife, Sallie, after retiring as an Air Force |
6 |
| brigadier general; his Air Force service included assignments |
7 |
| in Vietnam and Operation Desert Storm, where he was director of |
8 |
| command and control communications for all U.S. and allied |
9 |
| coalition forces; and
|
10 |
| WHEREAS, He served three consecutive terms, with his tenure |
11 |
| as mayor beginning in April 1993; on the campaign trail, he |
12 |
| said the city needed a long-term plan for infrastructure |
13 |
| improvements and economic development; his later efforts |
14 |
| helped produce strategic and comprehensive plans for growth, |
15 |
| followed by updates to the city's 34-year-old zoning ordinances |
16 |
| and development regulations; he also moved Charleston into the |
17 |
| city manager form of government, a change voters approved 3,808 |
18 |
| to 2,287 in 1996; and
|
19 |
| WHEREAS, He recognized the value in extending water and |
20 |
| sewer lines to the Coles Business Park, building a new water |
21 |
| tower and replacing the water treatment plant, opening the |
22 |
| Woodyard Conservation Area along Illinois Route 130, expanding |
23 |
| the Eastern Illinois University's Fine Arts Center, and |
24 |
| developing the Lincoln-Douglas Debate Museum and the Kiwanis |
25 |
| Park amphitheater, which he helped to construct; the |
26 |
| amphitheater is home to the Charleston Community Band, in which |
27 |
| he plays the tuba; and
|
28 |
| WHEREAS, He brought an organized, detailed approach to |
29 |
| government that he combined with a great work ethic; he was a |
30 |
| particularly good planner and provided the city with |
31 |
| considerable professionalism; his presence will be felt for |
