| HOUSE RESOLUTION
|
2 |
| WHEREAS, David E. Carter, Jr., retired in April 2005 after |
3 |
| four years of service as Mayor of the City of Mattoon; and
|
4 |
| WHEREAS, During his tenure, Mayor Carter reversed the |
5 |
| City's deficit financial condition, played a key role in |
6 |
| recruiting Home Depot to the City, increased funding from the |
7 |
| City to the Council on Aging by 31.3 percent, secured voter |
8 |
| approval of sales tax increase for property tax relief and |
9 |
| infrastructure improvements which lowered the property tax |
10 |
| levy 16.67 percent from 2001 to 2005, and oversaw the |
11 |
| reconstruction of three railroad overpass bridges and the |
12 |
| construction of new athletic fields for Junior Football and |
13 |
| T-ball leagues; and
|
14 |
| WHEREAS, He graduated from Mattoon High School in 1985, and |
15 |
| has worked in maintenance, construction, and appliance repair; |
16 |
| he received his emergency medical technician certification |
17 |
| from Lakeland College in 1993, a maintenance degree from Eli |
18 |
| Whitney in 1997, a management certification from Lakeland |
19 |
| College in 2003, and an appliance repair certification from |
20 |
| Whirlpool/Fisher Pikel in 2004; and
|
21 |
| WHEREAS, He and his wife, Irene, have four children, Brad, |
22 |
| Alex, Levi, and Haley; therefore, be it
|

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
24 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
25 |
| we thank David E. Carter, Jr., for his years of public service |
26 |
| and wish him all the best in his future endeavors; and be it |
27 |
| further

| RESOLVED, That a suitable copy of this resolution be |
29 |
| presented to David E. Carter, Jr., as an expression of our |
30 |
| esteem.
