HOUSE RESOLUTION

 
2     WHEREAS, There were 188 pedestrian fatalities in Illinois
3 in 2003; and
 
4     WHEREAS, There were 4,747 pedestrian fatalities in the
5 United States in 2003; and
 
6     WHEREAS, At least some of these fatalities might have been
7 avoided with changes in public policy; therefore, be it
 
8     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that a
10 Working Group on Pedestrian-Automobile Safety be formed under
11 the direction of the Illinois Secretary of State and that the
12 Working Group be open to members from any interested
13 organization that contacts the Illinois Secretary of State, but
14 especially representatives from the Illinois Safety Council,
15 the Center for Neighborhood Technology, Illinois Traffic
16 Safety Leaders, the Illinois Department of Transportation, the
17 National Highway Transportation Safety Administration, any
18 insurance company, and any unit of local government or law
19 enforcement agency; and be it further
 
20     RESOLVED, That the Working Group on Pedestrian-Automobile
21 Safety be assigned the task of generating the State and local
22 policy changes needed to make Illinois the world leader in
23 minimizing pedestrian-automobile collisions; these policy
24 changes shall address, but shall not be limited to, design of
25 intersections, signage, behavioral changes, and civil and
26 criminal penalties for unsafe conduct; and be it further
 
27     RESOLVED, that the Working Group shall present its
28 recommendations to the Illinois General Assembly no later than
29 November 1, 2005.
