| HOUSE RESOLUTION
|

| WHEREAS, Ivadale Foster has been involved in public service |
3 |
| for more than four decades; and
|
4 |
| WHEREAS, She was born Ivadale Marie Foulks in Sidney in |
5 |
| 1922; her father was a farmer; they moved to Danville at age 5, |
6 |
| and were one of the only African-American families on their |
7 |
| street; and
|
8 |
| WHEREAS, During the 1960s, she worked with the mayor |
9 |
| through neighborhood block clubs to help bring about |
10 |
| improvements in her Danville neighborhood; in 1980, she ran for |
11 |
| and won a seat on the Vermilion County Board to focus on more |
12 |
| human problems; and |
13 |
| WHEREAS, Ms. Foster will observe 25 years on the Vermilion |
14 |
| County Board this year; she has served as a member of the |
15 |
| health and education committee since she first joined the |
16 |
| board, and has been chairman for the past 14 years; during that |
17 |
| time, she has seen the establishment of county programs that |
18 |
| provide supplemental nutrition to women and children and |
19 |
| programs that tackle teen pregnancy and school dropouts; and |
20 |
| WHEREAS, She is also proud to see the Vermilion County |
21 |
| Health Department and Vermilion County Department of Animal |
22 |
| Regulations moved into larger, renovated headquarters; and |
23 |
| WHEREAS, Outside the board, Ms. Foster enjoys playing the |
24 |
| piano; she's been a church pianist for 71 years, playing 45 |
25 |
| years with Union Missionary Baptist Church before recently |
26 |
| returning to Allen Chapel AME Church; therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |

| we congratulate Ivadale Foster on four decades of community |
