Proposes to amend the Legislature Article of the Illinois Constitution. Provides that the Governor must have the written consent of all 4 legislative leaders to call a special session of the General Assembly and must have the written consent of the President and Minority Leader of the Senate to call a special session of the Senate. Effective upon being declared adopted.

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |

| SENATE CONCURRING HEREIN, that there shall be submitted to the |
6 |
| electors of the State for adoption or rejection at the general |
7 |
| election next occurring at least 6 months after the adoption of |
8 |
| this resolution a proposition to amend Section 5 of Article IV |
9 |
| of the Illinois Constitution as follows:

| ARTICLE IV |

| THE LEGISLATURE
|

| (ILCON Art. IV, Sec. 5)
|

| SECTION 5. SESSIONS
|
14 |
| (a) The General Assembly shall convene each year on the |
15 |
| second
Wednesday of January. The General Assembly shall be a |
16 |
| continuous body
during the term for which members of the House |
17 |
| of Representatives are
elected.
|
18 |
| (b) The Governor may convene the General Assembly , with the |
19 |
| written consent of the President of the Senate, the Speaker of |
20 |
| the House of Representatives, the Minority Leader of the |
21 |
| Senate, and the Minority Leader of the House of |
22 |
| Representatives, or the Senate
alone , with the written consent |
23 |
| of the President of the Senate and the Minority Leader of the |
24 |
| Senate, in special session by a proclamation stating the |
25 |
| purpose of the
session; and only business encompassed by such |
26 |
| purpose, together with
any impeachments or confirmation of |
27 |
| appointments shall be transacted.
Special sessions of the |
28 |
| General Assembly may also be convened by joint
proclamation of |
29 |
| the presiding officers of both houses, issued as
provided by |
30 |
| law.

| (c) Sessions of each house of the General Assembly and |
32 |
| meetings of
committees, joint committees and legislative |
33 |
| commissions shall be open
