| HOUSE JOINT RESOLUTION
|

| WHEREAS, The reaction time of motorists using cellular |
3 |
| phones slows dramatically, increasing the risk of automobile |
4 |
| accidents and tying up traffic generally; and
|
5 |
| WHEREAS, Cell phone distraction causes 2,600 deaths and |
6 |
| 330,000 injuries in the United States every year; and
|
7 |
| WHEREAS, The numbers of fatalities and injuries may be |
8 |
| higher because data on cell phone use by motorists is limited; |
9 |
| and
|
10 |
| WHEREAS, Increasing cell phone use can be expected to cause |
11 |
| the annual death estimate to rise; therefore, be it
|
12 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
13 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
14 |
| SENATE CONCURRING HEREIN, that State, county, and municipal law |
15 |
| enforcement personnel are requested to include in their police |
16 |
| reports of automobile accidents information pertaining to if an |
17 |
| accident involved the use of a cellular phone; and be it |
18 |
| further
|
19 |
| RESOLVED, That the Department of State Police shall request |
20 |
| from State, county, and municipal law enforcement agencies |
21 |
| statistics on the use of cellular phones leading to automobile |
22 |
| accidents over a one-year period beginning July 1, 2006, and |
23 |
| report the findings to the General Assembly no later than |
24 |
| December 1, 2007; and be it further
|
25 |
| RESOLVED, That a suitable copy of this resolution be |
26 |
| presented to the Department of State Police and appropriate |
27 |
| county and municipal law enforcement agencies.
