| HOUSE JOINT RESOLUTION
|

| WHEREAS, Information technology can transform the way in |
3 |
| which government serves its constituents and conducts its |
4 |
| operations, but that transformation is not without cost; and
|
5 |
| WHEREAS, Electronic digitalization and other advances have |
6 |
| revolutionized such essential government actions as obtaining |
7 |
| signatures, date and time stamping, notarizing and serving |
8 |
| legal documents, and record keeping and auditing; and
|
9 |
| WHEREAS, The Electronic Commerce Security Act, 5 ILCS 175/, |
10 |
| authorizes State and local governments to participate in the |
11 |
| paper-free environment of an electronically digitalized work |
12 |
| environment, but most public agencies face obstacles to that |
13 |
| transition; and
|
14 |
| WHEREAS, Many public agencies lack both the funding and |
15 |
| expertise to purchase or upgrade the necessary equipment and |
16 |
| skillfully operate that equipment in order to assure consistent |
17 |
| and uninterrupted public service; and
|
18 |
| WHEREAS, Public agencies also have concerns about meeting |
19 |
| their statutory duties and their need to serve citizens not |
20 |
| fully at ease with standard information technology, such as the |
21 |
| elderly and disabled; therefore, be it
|
22 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
23 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
24 |
| SENATE CONCURRING HEREIN, that a task force is established to |
25 |
| study the costs and feasibility of transforming Illinois |
26 |
| government into a digital government at both the State and |
27 |
| local levels; and be it further
|

| RESOLVED, That the task force shall consist of 8 members |
29 |
| appointed 2 each by the Speaker and Minority Leader of the |
