| AN ACT concerning aging.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|
4 |
| Section 5. The Community Senior Services and Resources Act |
5 |
| is amended by changing Section 25 as follows:
|
6 |
| (320 ILCS 60/25)
|
7 |
| Sec. 25. Community senior services and resource center |
8 |
| grants.
|
9 |
| (a) On and after January 1, 2005, the Department may award |
10 |
| grants under this
Act. It is
the General Assembly's intent that |
11 |
| grants awarded under this Act shall be made
to the
extent of |
12 |
| the availability and level of appropriations made for this |
13 |
| purpose by
the General
Assembly.
|
14 |
| (b) A center must meet the following criteria to be |
15 |
| eligible to receive a
grant under this Section:
|
16 |
| (1) It must be a non-profit agency or a unit of local |
17 |
| government.
|
18 |
| (2) It must be housed in a building or portion of a |
19 |
| building that includes
space
for group activities offered |
20 |
| to the community at large.
|
21 |
| (3) It must be open 5 or more days each week, 7 or more |
22 |
| hours per day.
|
23 |
| (4) It must employ paid staff.
|
24 |
| (5) It must offer 5 or more home or community-based |
25 |
| services to the
community at large on a daily basis.
|
26 |
| (6) A majority of the participants in the center's |
27 |
| programs must be
seniors or
family members of seniors.
|

| (c) A center must apply for a grant in the manner |
29 |
| prescribed by the
Department. At a minimum, the application |
30 |
| must do the following:
|
31 |
| (1) Describe the services offered by the center.
|
32 |
| (2) Identify the special needs of the center and how |
|

| the grant will be
used to alleviate identified funding |

| problems.
|
3 |
| (3) Demonstrate that the center addresses the service |
4 |
| needs of seniors in
the community served by the center.
|
5 |
| (4) Describe other potential funding sources.
|
6 |
| (5) Describe additional funding opportunities, if any, |
7 |
| to be leveraged
with grant
funds.
|
8 |
| (6) Provide proof of the center's involvement in the |
9 |
| community's greater
service delivery system.
|
10 |
| (7) Provide documentation that funds were requested |
11 |
| from other sources,
including, but not limited to, units of |
12 |
| local government, local donors, local

Agencies on |
13 |
| Aging, or private or religious foundations.
|
14 |
| (8) Include letters of support for the awarding of the |
15 |
| grant, from sources
such as local government officials, |
16 |
| community leaders, other human service
providers,
the |
17 |
| local Area Agency on Aging, private or religious |
18 |
| foundations, or local
membership-based
organizations.
|
19 |
| (d) The Department may award grants for the purposes of |
20 |
| modifying the physical structure of a center or experimenting |
21 |
| with innovative programming, which includes but is not limited |
22 |
| to after-hours programming, to permit a center to appeal to a |
23 |
| broader array of seniors.

| Section 99. Effective date. This Act takes effect upon |
26 |
| becoming law.
