    Amends the Covering ALL KIDS Health Insurance Act. Requires the Department of Healthcare and Family Services to annually publish in newspapers around the State the premiums or other cost sharing requirements of the Covering ALL KIDS Health Insurance Program. Requires the Department to provide a copy of all contracts awarded for the administration of the Program to certain members of the General Assembly. Requires the Auditor General to perform an annual audit of the program.

1     AN ACT concerning insurance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Covering ALL KIDS Health Insurance Act is
5 amended by changing Sections 30 and 45 and by adding Section 63
6 as follows:

11     Sec. 30. Program outreach and marketing. The Department may
12 provide grants to application agents and other community-based
13 organizations to educate the public about the availability of
14 the Program. The Department shall adopt rules regarding
15 performance standards and outcomes measures expected of
16 organizations that are awarded grants under this Section,
17 including penalties for nonperformance of contract standards.
18     The Department shall annually publish in newspapers around
19 the State the premiums or other cost sharing requirements of
20 the Program.

26     Sec. 45. Study; contracts.
27     (a) The Department shall conduct a study that includes, but
28 is not limited to, the following:
29         (1) Establishing estimates, broken down by regions of
30     the State, of the number of children with and without
31     health insurance coverage; the number of children who are

1     eligible for Medicaid or the Children's Health Insurance
2     Program, and, of that number, the number who are enrolled
3     in Medicaid or the Children's Health Insurance Program; and
4     the number of children with access to dependent coverage
5     through an employer, and, of that number, the number who
6     are enrolled in dependent coverage through an employer.
7         (2) Surveying those families whose children have
8     access to employer-sponsored dependent coverage but who
9     decline such coverage as to the reasons for declining
10     coverage.
11         (3) Ascertaining, for the population of children
12     accessing employer-sponsored dependent coverage or who
13     have access to such coverage, the comprehensiveness of
14     dependent coverage available, the amount of cost-sharing
15     currently paid by the employees, and the cost-sharing
16     associated with such coverage.
17         (4) Measuring the health outcomes or other benefits for
18     children utilizing the Covering ALL KIDS Health Insurance
19     Program and analyzing the effects on utilization of
20     healthcare services for children after enrollment in the
21     Program compared to the preceding period of uninsured
22     status.
23     (b) The studies described in subsection (a) shall be
24 conducted in a manner that compares a time period preceding or
25 at the initiation of the program with a later period.
26     (c) The Department shall submit the preliminary results of
27 the study to the Governor and the General Assembly no later
28 than July 1, 2008 and shall submit the final results to the
29 Governor and the General Assembly no later than July 1, 2010.
30     (d) The Department shall submit copies of all contracts
31 awarded for the administration of the Program to the Speaker of
32 the House of Representatives, the Minority Leader of the House
33 of Representatives, the President of the Senate, and the
34 Minority Leader of the Senate.

2     Sec. 63. Audits by the Auditor General. The Auditor General
3 shall annually cause an audit to be made of the Program,
4 beginning June 30, 2007 and each June 30th thereafter. The
5 audit shall include payments for health services covered by the
6 Program and contracts entered into by the Department in
7 relation to the Program.
