Amends the Public Community College Act. Requires the Illinois Community College Board to establish and administer a We Want to Learn English Initiative to provide resources for immigrants and refugees in this State to learn English in order to move towards becoming full members of American society. Provides that each fiscal year, the Board shall include in its budget proposal $25,000,000 in funding for the Initiative. Provides that no less than half of the funds appropriated for the Initiative each fiscal year shall be disbursed to community-based, not-for-profit organizations, immigrant social service organizations, faith-based organizations, and on-site job training programs.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Public Community College Act is amended by |
5 |
| adding Section 2-23 as follows: |

| Sec. 2-23. We Want to Learn English Initiative. |

| (a) Subject to Section 7 of the Board of Higher Education |
9 |
| Act, the State Board shall establish and administer a We Want |
10 |
| to Learn English Initiative to provide resources for immigrants |
11 |
| and refugees in this State to learn English in order to move |
12 |
| towards becoming full members of American society. |
13 |
| (b) Each fiscal year, the State Board shall include, as a |
14 |
| separate line item, in its budget proposal $25,000,000 in |
15 |
| funding for the We Want to Learn English Initiative. The State |
16 |
| Board shall disburse this funding. No less than half of the |
17 |
| funds appropriated for this Initiative each fiscal year shall |
18 |
| be disbursed to community-based, not-for-profit organizations, |
19 |
| immigrant social service organizations, faith-based |
20 |
| organizations, and on-site job training programs so that |
21 |
| immigrants and refugees can learn English where they live, |
22 |
| work, pray, and socialize and where their children go to |
23 |
| school.
