Amends the State Finance Act. Provides that appropriation bills must be posted on the General Assembly's web site 72 hours before final passage and that legislative member initiatives in an appropriation bill may not exceed 1% of the total appropriations under the bill. Defines "legislative member initiative". Effective immediately.

| AN ACT concerning finance.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The State Finance Act is amended by adding |
5 |
| Section 13.6 as
follows:
|

| (30 ILCS 105/13.6 new)
|

| Sec. 13.6. Appropriations; posting; legislative member
|
8 |
| initiatives.
|
9 |
| (a) Unless it complies with this Section, a purported |
10 |
| appropriation of State
funds is not a valid appropriation. No
|
11 |
| State funds may be expended unless the
appropriation complies |
12 |
| with this
Section.
|
13 |
| (b) The full text of an appropriation bill must be posted |
14 |
| on the General Assembly's web site at least 72 hours prior |
15 |
| final passage in either house of the General Assembly.
|
16 |
| (c) An appropriation bill may not contain appropriations |
17 |
| for legislative member initiatives that, in the aggregate, |
18 |
| exceed 1% of the total appropriations and reappropriations made |
19 |
| in the bill.
|
20 |
| (d) "Legislative member initiative" means an appropriation |
21 |
| for a grant or
distribution to a unit of local government, |
22 |
| school district,
not-for-profit organization, or |
23 |
| non-governmental entity for
infrastructure improvements or |
24 |
| operating expenses. Appropriations that are part
of a statewide |
25 |
| program and are based on generally applicable standards of
|
26 |
| eligibility are not legislative member initiatives. |
27 |
| "Infrastructure
improvements" include without limitation |
28 |
| capital improvements, capital
projects, planning, |
29 |
| construction, reconstruction, equipment, utilities,
vehicles, |
30 |
| and all costs associated with economic development, community
|
31 |
| programs, educational programs, public health, and public |
32 |
| safety.
