| AN ACT concerning regulation.
|

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|
4 |
| Section 5. The Illinois Speech-Language Pathology and
|
5 |
| Audiology Practice Act is amended by changing Section 2 as |
6 |
| follows:
|

| Sec. 2. Legislative Declaration of Public Policy. The
The |
10 |
| practice of
Speech-Language Pathology and Audiology in the |
11 |
| State of Illinois is hereby
declared to affect the public |
12 |
| health, safety and welfare and to be subject
to regulation and |
13 |
| control in the public interest. It is further declared
to be a |
14 |
| matter of public interest and concern that the speech-language
|
15 |
| pathology and audiology professions merit and receive the |
16 |
| confidence of the
public and that only qualified persons be |
17 |
| permitted to practice this
profession in the State of Illinois. |
18 |
| This Act shall be liberally construed
to carry out these |
19 |
| objectives and purposes. |
20 |
| It is further declared to be the public policy of this |
21 |
| State, pursuant to
subsections (h) and (i) of Section 6 of |
22 |
| Article VII of the Illinois
Constitution of 1970, that any |
23 |
| power or function set forth in this Act to
be exercised by the |
24 |
| State is an exclusive State power or function. Such
power or |
25 |
| function shall not be exercised concurrently, either directly |
26 |
| or
indirectly, by any unit of local government, including home |
27 |
| rule units,
except as otherwise provided in this Act.
