1     AN ACT concerning state government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-430 as follows:
 
7     (20 ILCS 605/605-430 new)
8     Sec. 605-430. Funding; study. To ensure the availability of
9 a quality health care workforce to meet present and future
10 health care needs within the State, the Department of Commerce
11 and Economic Opportunity shall conduct a study of the current
12 and projected academic training capacity in the State of
13 Illinois specific to the nursing profession. The study shall
14 address the current supply and demand for masters-prepared
15 nurses as nursing school faculty and set specific goals for
16 recruiting and training new nursing faculty throughout the
17 region. The study shall also determine the feasibility of the
18 State engaging in the following activities: (i) the
19 establishment of scholarship funds and work-study programs to
20 help recruit potential new nursing school faculty, (ii) the
21 creation of a system to regularly review and increase nurse
22 faculty salary and benefits to make academic practice
23 competitive with clinical practice, and (iii) the development
24 of career track programs for academia that offer advancement
25 and rewards for nursing school faculty comparable to those in
26 clinical management. The study shall include the collaborative
27 input of hospital and other health care provider associations
28 and public and private educational institutions from
29 throughout the State.
30     The Department of Commerce and Economic Opportunity shall
31 complete the study by December 31, 2006 and shall present its
32 findings to the General Assembly for consideration.

1     Section 99. Effective date. This Act takes effect upon
2 becoming law.
