Amends the Illinois Lottery Law. Requires the Department of Revenue to offer a special instant scratch-off game for the benefit of endangered species, to commence on January 1, 2007. Provides that the net revenue from the game shall be deposited into the Endangered Species Rehabilitation Fund for appropriation by the General Assembly solely to the Department of Natural Resources for making grants for the maintenance of wildlife rehabilitation facilities that take care of threatened or endangered species. Sets forth certain provisions for the operation of the scratch-off game. Amends the State Finance Act to create the Endangered Species Rehabilitation Fund. Effective immediately.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Lottery Law is amended by changing |
5 |
| Sections 2 and 20 and by adding Section 21.7 as follows:
|

| Sec. 2. This Act is enacted to implement and establish |
8 |
| within the State
a lottery to be operated by the State, the |
9 |
| entire net proceeds of which
are to be used for the support of |
10 |
| the State's Common School Fund,
except as provided in Sections |
11 |
| 21.2 ,
and 21.5 ,
and 21.6 , and 21.7 .

| Sec. 20. State Lottery Fund.
|
16 |
| (a) There is created in the State Treasury a special fund |
17 |
| to be
known as the "State Lottery Fund". Such fund shall |
18 |
| consist of all revenues
received from (1) the sale of lottery |
19 |
| tickets or shares, (net of
commissions, fees
representing those |
20 |
| expenses that are directly proportionate to the
sale of tickets |
21 |
| or shares at the agent location, and prizes of less
than
$600 |
22 |
| which
have been validly paid at the agent
level), (2) |
23 |
| application fees,
and (3) all other sources including moneys |
24 |
| credited or transferred thereto
from
any other fund
or source |
25 |
| pursuant to law. Interest earnings of the State Lottery Fund
|
26 |
| shall be credited to the Common School Fund.

| (b) The receipt and distribution of moneys under Section |
28 |
| 21.5 of this Act shall be in accordance with Section 21.5.
|
